HRM Department in a Divisionalised Organisational Structure
The role of a personnel manager associated to the divisional office/branch office or factory of a decentralised organisation is specifically a difficult one. The Personnel manager at branch/ divisional level is responsible to the branch manager / local divisional in a line sense and subordinate to the Manager-Personnel at head office in a functional or staff sense. Personnel manager at branch/ divisional level ought to help the divisional/branch manager in making personnel programmes and in the management of personnel of the branch/ division concerned. At the divisional level the deputy manager personnel can contact the manager-personnel at the head office to obtain acceptance of the personnel programmes. In particular case of rift among divisional manager and deputy manager, they can report their problem to their common higher who in turn consults higher management for accurate decision. In the same manner, the personnel officer at branch level can contact the deputy divisional manager-personnel at divisional level to obtain acceptance of the personnel programmes and to obtain clarifications about personnel issues. In particular case of the rift among the branch manager and branch personnel officer, they can report their issues to their higher at divisional level. The branch personnel officer and branch manager can get the assistance from the personnel manager at the head office, in overcoming the difficultly of crucial and strategic nature as also those which cannot be resolved at the branch/divisional level.
