Absence of a substance:

The absence of a substance from the list does not essentially denote in which a substance is not toxic. A few hazardous substances might not qualify for the list since the dose which causes the toxic effect is not known.

Other chemicals related along with skin sensitization and carcinogenicity (ability to cause cancer) might be omitted from the list, because these effects have not been reproduced in experimental animals or since the human data is not definitive.

The Code of Federal Regulations recommends in which the hazards of all chemicals generates and imported is evaluated and the information concerning the hazards be transmitted to the employers and employees.  An MSDS, labels on containers, and employee training should be element of a comprehensive hazards communication program.
