Human resources starts through evaluating scope and selecting the skills needed to complete development. Both organizational position example for manager, senior software engineer, etc and specialty example telecommunications, database, client or server are specified. For relatively little projects six person- months or less a single individual may perform all software engineering steps consulting with specialists as required.

The number of people required for a software project can be determined only after an estimate of development effort for example person-months or person years is built.  Techniques for estimating effort are discussed later.
