The Problem
A software project manager is confronted by dilemma at the very starting of a project of software engineering. Quantitative estimates and an organized plan are needed, but solid information is not available. A detailed analysis of software requirements will give necessary information about estimates but to analysis they will often takes months or weeks to be complete. Worse requirements may be fluid changing daily as the project proceeds. Yet a plan is needed to execute it now.
Thus we must examine the problem at the very starting of the project. At a minimum level the scope of the problem must be bounded and established.
