Administrative Roles
The administrative function of human resource management includes strategy formulation and implementation, records maintenance, housekeeping, legal compliance, welfare administration etc.
- Policy maker: The human resource manger helps management in the creation of policies governing talent acquisition and retention, wage and salary administration, benefit activities, personnel records, working circumstances etc. He also provides helps in interpreting personnel policies in suitable manner.
- Administrative expert: The administrative role of an HR manager is oriented heavily to record keeping and processing. Maintaining employee files, and HR- related databases, answering queries regarding leave, processing employee benefit claims, submitting required reports to regulatory agencies, transport and medical facilities, are instance of the administrative nature of HR management. These activities ought to be performed effectively and efficiently to meet changing requirements of customers, employees and the government.
- Advisor: This is said that personnel management is not a line responsibility but it is a staff function. The personnel manager do his functions by suggesting, advising, counselling and helping the line managers in discharging their responsibilities associated to grievance redressal, employee selection, conflict resolution, and training. Personnel advice includes preparation of reports, communication of guidelines for the interpretation and implementation of all policies, providing information about labour laws etc.
- Housekeeper: In managing the administrative roles of a personnel manager the show include recruiting, reference checking, pre-employment testing, time keeping, employee surveys, wage and salary administration, wellness programmes, benefits and pension administration maintenance of records etc.
- Counsellor: The personnel manager described various problems of the workers relating to work, their supervisors, career, colleagues, health, and family, social, financial etc. and advises them on minimising and solving problems, if any.
- Welfare officer: Personnel manager is expected to make the Welfare Officer of the company. As a Welfare officer he gives and maintains (on behalf of the company), creches, canteens, educational institutes, hospitals, clubs, conveyance facilities, libraries co-operative credit societies and consumer stores., Welfare officers , under the Factories Act, are expected to take care of health, safety and welfare of employees. The HR managers are frequently asked to oversee if everything is in line with the company stipulation and legislation.
- Legal consultant: Personnel manager plays a vital role of grievance handling, settling of disputes, performing collective bargaining, handling disciplinary cases, enabling the procedure of joint consultation, interpretation and implementation of several labour laws, contacting lawyers about court cases, industrial tribunals, filing suits in labour courts, civil courts and the like.
In several organisations, the above administrative functions are being outsourced to external providers in current times, with a view to developing efficiency as also cutting operational costs. Technology is being put to good utilization to automate several of the administrative tasks.
