Top level of executives is responsible for HR planning as it is one of the vital factors influencing the victory of an organisation. Usually the plans are prepared by the Human Resource Division in consultation along other corporate heads. The accountability and responsibility for manpower aspects of several divisions is on their respective heads. They might undertake their own appraisals of future requirements in such a way as to gives a concrete basis for organisation-wide forecasting and planning. The Human Resource Division ought to offer counsel and suggestion to several divisional heads and coordinate the several manpower estimates from time to time. Prof. Geisler outlines the responsibilities of Human Resource Department in respect of HR planning thus:

  • Assist and counsel operating managers to set and plan objectives.
  • Gather and summarise manpower data keeping long-run objectives and wide organisational interests in mind.
  • Monitor and measure performance against the strategy and keep top management informed regarding it.
  • Provide appropriate research base for effective manpower and organisational planning.
