The second arrow from the left represents a condition in that the incident photon (of similar energy) encounters the molecule in its first vibrationally excited state and accordingly the virtual state has higher energy. As the virtual state is very short lived (of the order of 10-14 seconds), the molecule soon drops back down to its ground state, releasing a photon. The next two down arrows (purple) denotes these processes in that there is no transfer of energy and the scattered photon has the similar frequency as in which of the incident photon. This elaborates the Rayleigh scattering.

The next two down arrows (green and blue) represent the conditions that arise in case of inelastic collisions. The first (green) of these corresponds to the relaxation from the virtual state which was acquired through the molecule in the electronically as well as vibrationally ground state through absorbing the incident photon. In this case, the molecule does not relax back to the vibrational ground state; alternatively it comes down to a vibrationally excited state. Instead the inelastic collision has brought in a vibrational excitation in the molecule. The scattered photon would be of lower frequency i.e., it will provides a Stokes line.
