UTL_HTTP:

Package UTL_HTTP permits PL/SQL programs to make HTTP (hypertext transfer protocol) callouts.  It can be used to retrieve data from the internet or to call Oracle Web Server cartidges. A package has two entry points each of that accepts a universal resource locator (URL) string and contacts the specified site and returns the requested data that is commonly in hypertext markup language (HTML) format.

DBMS_SQL:

Package DBMS_SQL permits PL/SQL to execute SQL data manipulation and data definition statements dynamically at run time.
