Basic problems:

The numerical advantage of the developing countries has, however, not helped them to shape the GATT/WTO in accordance with their needs and priorities. The rule of decision-making in the WTO based on one-country-one-vote  and the system of decision by the majority (explained in Unit 5) has ironically not given  the developing  countries a decisive voice. This has resulted in:  (i) structural problems, (ii) some rules not being conducive to development and (iii) unfavourable operation of some rules. We  shall go into the reasons later.
