Rule 1 : Balance Flow, Not Capacity
Line balancing, which is an instance of traditional system, attempts to balance the capacity of each workstation. Work-stations are so designed that their capability is nearly same and, therefore, there is a high utilization factor. OPT, by using TOC on the other hand, targeted on balancing the flow within the plant (instead of resources as in line-balancing). This shall ensure the identification of bottleneck (or constraint).
