DISASTER PREPAREDNESS
At all levels of civil administration committees are established and responsibilities and required finance entrusted urgently. At national level Ministry of Home Affairs a national disaster management division is established by Government of India. For disaster management it has prepared guidelines. The national disaster management authority is responsible for the following
- Providing essential support and assistance to state Governments.
- For disaster mitigation coordinating and managing Government policies.
- Ensure sufficient preparedness at all levels.
- Coordinating response to a disaster when it strikes.
- In coordinating post disaster relief and rehabilitation assisting the provisional Governments.
- In all development plan and programmes monitor and introduce a culture of building requisite features of disaster mitigation.
All states have been asked to set up Disaster Management Authorities in India. Chief Minister heads this authority. He is assisted by senior officers from different departments like Agriculture, Water Resources, Environment, Water Supply Forest, and Rural and Urban development. district magistrate/deputy commissioner heads the committee at district level. In the district He is assisted by the officers from different departments. At block levels disaster management committees have been established also. Every concerned person is informed regarding his duties and responsibilities in disaster management. The committees play major role in following
- With the corporate sector close interaction, Non-Governmental Organisations (NGO) and the media.
- Community involvement and attentiveness generation.
- Train the disaster managers.
In facing national disaster Training the concerned people is very significant part of disorder preparedness. In Administrative Training Institutions Training programmes are organised and at many places for different target groups. In CBSE curriculum lessons are added also on disaster mitigation. To build earthquake, cyclone and fire resistant buildings masons and engineers should be trained. Hospital staff should be trained to take the challenges of disaster management. Disaster prone areas are to be recognized and at appropriate places good hospitals should be built, including helicopter landings communication facility provided. Adequate medicines should be stored.
