Nitrogen atom:

A nitrogen atom can stabilize a positive charge better as compared to a ?uorine atom because the former is less electronegative. Electronegative atoms choose to have a negative charge rather than a positive charge. Thus fluorine is electronegative that its basicity is negligible. Therefore, amines act as weak bases in aqueous solution and are par- tially ionized. Alcohols just only work as weak bases in acidic solution. Alkyl halides are necessarily nonbasic even in acidic solutions.
