Scheduling Rules in TOC (Goldratt):
a. Balance the flow, not capacity.
b. The level of utilization of a non-bottleneck resource is found out not by its own potential but by some other constraint in the system.
c. Activation and Utilization of a resource are not synonymous or the same thing.
d. An hour lost at a bottleneck is an hour lost for the overall system.
e. An hour saved at non-bottleneck is just a mirage.
f. Bottlenecks govern throughput and inventory both in the system.
g. Transfer batch cannot and many times should not be equal to the process batch.
h. A procedure batch should be variable both along its route and in time.
i. Set the schedule by simultaneously examining capacity and priority and sequentially. Lead times are the result of schedule and may not be predetermined.
