Except for the force-per-charge choice every response is part of the definition of electric potential. The force-per-charge is an electric field not the electric potential. Remember that a scalar is something that has magnitude only no direction. It is to be contrasted among a vector which has both magnitude and direction. The electric potential is a scalar where the electric field is a vector. The mass of a particle is a scalar where the velocity of a particle is a vector.
