The HR manager was amazed at the hostility provoked by the introduction of job sharing and multi-tasking at his office. As far as he was concerned, these changes would make the job more interesting and take the drudgery out of the routine work. He had arranged for training to take place and he knew labour turnover would take care of any excess staff. He could see only advantages and yet there has been a terrific fuss and three officers had requested for transfer to move to other Public Sector organisations.

(a) What were the possible reasons for the hostility which faced the HR manager?

(b) What could he have done to introduce the change more smoothly in the Public Sector?
