Q. What is Primary Motor Cortex?

Located in precentral gyrus of frontal lobe (anterior to central sulcus, which separates frontal and parietal lobes.  Neurons called pyramidal cells in these gyri allow conscious control over our skeletal muscles. Descending tracts here are called "pyramidal tracts" (ex. corticospinal tracts).

Different parts of the body are innervated to varying degrees, areas with greatest motor control include tongue, hands, and face muscles.  Paralysis on opposite side of body results from damage in the primary motor area.
