What are the state foreign policy

The states disregard the operational rule, that power must be counter balanced - they place their over security in jeopardy. "The balance of power is therefore, an empirical description of how states direct (or more cautiously, how most of them especially the govt. power act most of the time). It is also recommended for the way states should act and coordinate its internal and external policies not only with respect to its internal policy settings but also to its international coordination. It short, foreign policy of a state reflect the distribution of power within the state system, as that distribution changes so do that state's foreign policy.
