What are the advantages of bottom-up decentralised approaches?

Project budgets can be imposed by using bottom-up that is decentralised approaches for example project manager or project team sets the budget.

The advantages top-down decentralised approaches:

a. Higher motivation to PM (project management) and PM team as ownership

b. Participative creates budget acceptance more probable by the PM and its team

c. PM (project management) and team could be more up to date into terms of the market value of transactions rather than a project board
