We need help in Custom Hook for a Wordpress plugin

We are in search of someone that can create a custom hook from one plugin into another.

The logic is that while a user click on the email confirmation button a credit is redeemed from the user's account. If you do not have any credits then the button convert into an hyperlink sending users to the refill their credit.
