It should be necessary that raking piles of a bridge abutment be placed under an embankment?

Answer
For a bridge abutment to be supported on raking piles with diverse orientations, movement between ground and pile group is difficult to guess. For instance, if some of raking piles of bridge abutment are extended beneath an embankment, then settlement of embankment behind abutment may cause raking piles to experience severe flexible moment and break piles as recommended by Dr. Edmund C Hambly in 1979.
