No. While FCA only obtain into account the tangible, monetary costs linked with solid waste management, communities can and should consider environmental, social, and health costs within their decision-making. Sitting a fresh landfill, for example, may be the least costly option for managing solid waste, but a community may choose not to do it for ecological reasons and may start a recycling program in its place.
