The trp (tryptophan) operon which is shown in the figure will have  five  structural  genes  encoding enzymes  for tryptophan  biosynthesis  with an upstream  Ptrp  (trp promoter) and Otrp (trp  operator  series).  The trp operator region in part overlaps the trp promoter.  The operon is regulated like that transcription happens when tryptophan in the cell is in short supply.
