The policy process - Advocacy coalitions and Policy learning
The mobilization of attention is what policy advocacy is primarily about. And the systematic mobilization of attention is best achieved through broad-based advocacy coalitions. By "coalitions" we mean alliances involving participants located (ideally) in a variety of positions in and around government, the academic community, the media, the private voluntary sector, interest groups, and business. But two institutions, the media and the interest or advocacy group, are especially important.
