Using the hazard assessment of each plant operation will help establish the layout or orientation of process units within the plant. Review the possible loss events and the consequences for each proposal and then select a layout which will minimize the overall property damage and related business interruption should an incident occur.
Subdivide the overall site into general areas dedicated to process units, utilities, service and offices. Keep the maximum unit size to 92 m x 183 m (300 ft. x 600 ft.) for firefighting purposes. Access should be provided for fire-fighting and damage control. Main access roads within the site should run in a north-south, east-west direction, and perpendicular to one another, preferably around all sides of process and utility units, to afford good access for mobile equipment during operations, maintenance, and turnaround. To help identify roads designate east-west roads as Avenue A, B, etc. and north-south roads as 1st Street, 2nd Street, etc.
Truck movements through the plant should be routed away from the main personnel areas, and where possible, loading areas should be minimum distance from the main entrance.
The site should have at least one emergency access / egress in addition to the main entrance and be surrounded by an internal perimeter road and security fence. Dead end roads and personnel access ways should be avoided.
