You are employed as a consultant to undertake a reform programme in a particular public sector environment. Provide a detailed checklist for a sustainable reform programme that could be followed in order to have a successful implementation of the process.

Question 2:

Measuring results achieved by public sector reforms and modernisation process is not easy. Much depends on the question of who is evaluating, for whom and why. Briefly describe and discuss the different types of results that could be used in measuring whether the reform process has been successful.

It is stated that the process of reform in the public sector often contains paradoxes and contradictions and therefore requires a number of trade offs among different outcomes. List down with details one major structural paradox and two operational contradictions that become apparent in the process of reform and how could they be addressed.
