(i) "Public Sector data is seen as owned by everyone since it has been gathered about and from everyone, often compulsorily". Discuss the concepts of ‘Public data' when viewed as (a) a Public Asset, (b) a Private Asset and (c) not an Asset. Discuss these various views using appropriate examples.

(ii) If citizens have been able to overcome the difficulties of having access to government data they must have the resources necessary to access the data. Identify and discuss the importance of those resources.
