The government of Uganda wants to locate a refinery plant that will annually receive crude oil from two wells in Bunyoro region F1 and F2.
The refinery plant will process crude oil into finished products diesel and gasoline that will be transported to two distribution warehouses F3 and F4. Where should the government of Uganda locate the refinery plant in order to minimize the annual transportation costs for this network of facilities?
