Rules concerning disclosure of information and accounting change behaviour but only be drawing attention to certain facts. In the area of environment, Health, epidemics, and other hazards for instance, there is evidence that informal enforcement has had significant effects. In fact, information does affect the behaviour of voters, there are strong reasons to believe that incumbents in the political process will try to suppress adversely affecting information and highlight the others. We have seen earlier that externalities or free rider problems play an important role in determining the effectiveness of interest groups. Deep interventions need to be distinguished from shallow interventions while considering the path dependence of outcome in formatting a policy. Information lies at the heart of belief in agents and expectations formed or deformed are the playmate of information. This becomes more effective when political process is taken into consideration if process as we have seen above.
