(a) The statement "Standards create markets or markets create standards" has been the subject of considerable debate. Discuss the advantages and disadvantages to having multiple systems rather than a single standard.

(b) The importance of spectrum to the mobile sector is evidenced by the soaring number of service subscribers, the huge numbers of viewers and listeners to television and radio and the relatively new and mushrooming phenomenon of Wi-Fi and WiMAX radio access - all of which place demands on the radio spectrum. The spectrum assignment method is therefore critical and can be divided into two major categories:

i. administrative methods, such as ‘beauty contests', and
ii. market-based methods, such as auctions.
