In brokered markets:

In brokered markets, brokers execute an active search function to match buyers and sellers. They do not give liquidity but they determine liquidity. They hold no inventory when they do not participate into the trade themselves. The most significant brokered securities markets are which for large blocks of stocks and bonds.
