Problem statement would not be incomplete, inconsistent and ambiguous. Try to state the requirements precisely and point to point. Do not make it cumbrous.

Some requirements seem reasonable but they do not work. These kinds of requirements should be found out. The motive of the subsequent analysis is to fully understand problem and its implications, and to bring out true intent of Client.
