Staff experience:

Into IS, the productivity of people, particularly developers, can vary extensively, largely but not completely depending onto their experience.  Frequently, estimates are made on the assumption which totally-experienced personnel will be allocated to the project and after that a team of newly-trained people is given in its place.  Experience does not just imply technical expertise either; evenly significant is experience of the business area wherein the proposed information system will function.  In developing the estimates, thus, it is significant to find out exactly who will be allocated to the project and/or to make alternative estimates based onto varying levels of skill into the project team.
