How does the absence of a nuclear envelope in prokaryotes prevent prokaryotes from controlling gene expression by modifying RNA after transcription?

Without a nuclear envelope, there is no structure to segregate newly synthesized RNA from ribosomes. Thus, ribosomes can start to translate the RNA as soon as it is formed, before it has had a chance to be changed.
