How can you define a consistent web design? Why is it needed?

A consistent web design should be the one in which achieves the result in which it was designed for, which result can just be achieved through giving the user what he needs, as fast as possible, without her/him expending much effort. One definition of usability: Let the user have what he needs, quickly, without much effort "Quickly" is important!
