Explain the basic criticism of the stages framework

The basic criticism of the stages framework is that it, in a formal sense, parallels the cognitive steps of the rational approach to problem solving: problem definition, the analysis of alternative solutions, and the adoption of a solution, its testing and evaluation. But in the real world, events seldom unfold in this neat, ordered fashion, and policy decision making only rarely follows this pattern.
