Explain Peroxide-promoted addition

Peroxide-promoted addition is in competition with normal addition and rearrangement. The normal processes happen at the same rate at which they happen in the absence of peroxides. The fact that only the product of peroxide-promoted addition is observed, then, means that this method is much faster than the other, competing, processes
