The hardware mechanism that enables a device to inform the CPU is called an interrupt. The basic interrupt mechanism works as follows. The CPU hardware has a wire known as the interrupt-request line that the CPU senses after implementing every instruction.
Another solution then would be to keep a pool of threads. Whenever a new task arrives, the system would simply get a thread from pool and set that thread to work on the given task.
