According to green berg, one of the major concerns of the Constitution Convention was the "unchecked majority." Explain how the structure of the government and selection of officeholders serve as a protection for the elites so that, "....the passions of the population would not be permitted to overwhelm the government and move it in possibly dangerous directions."
