1. Planning 

This is the setting of appropriate courses of action to achieve the systems objectives. 

2. Organising 

This is the assembling of the resources (people, materials, money and equipment) required to execute the planned actions. 

3. Controlling 

This is the measurement of actual performance against the plans, and initiating appropriate corrective measures, as required.
