Cash management contains taking the necessary actions to maintain adequate levels of cash to meet operational and capital needs and to obtain the maximum yield on short-term investments of pooled, idle cash.  A cash management program is an extremely significant component of the overall financial management of a municipality.  Such type of a program benefits the city or town by increasing non-tax revenues, enhancing the control and superintendence of cash, increasing contacts with members of the financial community and lowering borrowing costs, while at similar time maintaining the safety of the municipality''s funds.
