Procedure

• The co-ordinator represents a specification and assessment form to each expert.
• Co-ordinator calls a group discussion in which the experts talks about estimation issues with the coordinator and each other.
• Experts fill out forms secretly.
• Co-ordinator prepares and distributes a precise of the estimates among the experts.
• The Co-ordinator then calls a group meeting again. There the experts mainly discuss the topics where their estimates vary widely.
• The experts again fill out forms namelessly.
• Again co-ordinator modify and summarizes the forms, repeating steps 5 and 6 until the co-ordinator is satisfied with the whole prediction derieved from experts.
