Describe about the Policy Agenda Setting

Agenda setting under direct democracy. Agenda setting concerns to the rules on the grounds of which policy proposals come up for a vote. The order of voting on those proposals, rules of amendments, and rules concerning the consequences when a proposal is turned down determine which agenda will be finally adopted.
