Define throughput?
Throughput in CPU scheduling is the number of processes that are completed per unit time. For long processes, this rate might be one process per hour; for short transactions, throughput may be 10 processes / second.
Another solution then would be to keep a pool of threads. Whenever a new task arrives, the system would simply get a thread from pool and set that thread to work on the given task.
