Define Hydraulic tools for underwater inspection of bridge?

Hydraulic tools involve grinders, rotary brushes and scrubbers. The benefits of hydraulic tools are the same as those of pneumatic tools, with the added benefit of no depth restriction. The disadvantages are that they are quite heavy and hoses are stiff and awkward to handle.
