1. The state of Alabama wants to create a state lottery that will fund all education in Alabama. This new lottery will allow every Alabama High School graduate the opportunity to go to the college of their choice for free. If the Governor of Alabama proposes a five percent rise in pay for the teachers of Alabama, will this new law withstand legal challenges?7. You have decided that reform is needed in the ways funds are raised in Alabama. Using Article 18 explain the process for amending the Alabama Constitution.8. Look through the amendment section and explain what the Constitution says about income taxes.9. The Alabama Constitution 1901 was set up to set up a strong central government in Montgomery and to limit the amount of power cities and counties had over the citizens. Look through the amendment section and list one example where the people of Alabama had to vote in order to pass local legislation.10. Your city/county has devised a plan to provide bingo games to its residents. The money raised from the bingo games will go to the local high school to purchase new computers for the school's library. Is this legal? If not, what would the process involve to make it legal?11.
