In fact some Bills are so bulky and technical hence they are passed without sufficient debate it means Parliament lacks the time and knowledge to think about them in detail.

Like as Examples are Finance Bills.

However the process of enacting a statute where that would substantially be conventional to the wishes of the people affected through it would be very slow.  It means like very many public meetings must be held previous to a consensus on the proposed law can be reached.  So the delay in re-interacting the abortive Marriage Bill, 1979 exemplified this point.
