In view of the problems in modern society with identity theft, does the availability of the Social Security Death Index make it easier for a person to assume the identity of another?

Since the Social Security Death Index is open to all, should employers check any job applicant's self-provided Social Security number against the Social Security Death Index to avoid hiring someone who might be using a deceased person's number?
