Plant facilities shall be provided with acceptable access and egress for personnel, materials, and equipment by using access ways, roads, stairways, stiles, and walking / working surfaces including decks, floors, grade, platforms, ramps and walkways as per the following guidelines.
Escape and Evacuation
There is a clear distinction between means of evacuation and means of escape.
• Escape refers to safe means of personnel movement from hazardous areas to designated safe areas.
• Evacuation means leaving the installation and its vicinity in a systematic manner.
The escape and evacuation arrangements should allow everyone to reach a place of safety. ‘Emergency Response' procedures for possible incidents at plant shall be identified and accommodated in the plant layout. Make sure local authorities are aware of the types of possible incidents.
