BACKGROUND & INSTRUCTIONS

Alex Smith, a local councillor for Greentown has told you about a residents group that represents 300 mainly elderly people living in Apple Close, Banana Crescent and Cherry Street.

These residents are feeling frightened and vulnerable due to a recent increase in youth related anti-social behaviour in nearby Blue Bay. Although Blue Bay is 2 km away, the residents believe that it is only a matter of time before the youths come to Greentown.

Alex Smith knows about a state fund that is available for community crime prevention initiatives and believes it could be accessed to help the residents. To get access to the funds, Alex Smith asks a project manager to prepare an outline business case on behalf of the residents.

The maximum amount of money that the residents group can ask for is $500,000 for a five-year period, although this is restricted to a maximum of $100,000 per year. Residents groups do not have to bid for the whole $500,000, nor do their projects have to last for 5 years.

This means that the outline business case can be for initiatives up to $100,000 per year. However, any outline business case requires the support of more than 51% of residents in the affected area, and must have the support of the local police, the local council, and any other large officially recognised organisation that may have an interest in the solutions proposed in the outline business case.

Alex Smith tells the project manager that, apart from those rules, the residents group are free to bid for funds that could be used in any initiative that would help reduce their fear and vulnerability.

The trustees of the state fund are unlikely to consider any proposals that could be seen to waste public money, but they also encourage the submission of innovative proposals that can help residents.

In response, the project manager has created the following outline business case.
