Historically in Queensland it was an offence for anyone other than a licensed taxi or limousine driver to drive people in exchange for money. The taxi industry is regulated and licences to operate a taxi service have historically been expensive to obtain. The industry regulator is the Queensland Department of Transport. When ride sharing platform Uber commenced operations it provided a means of connecting (a) people wishing to use their private car to driver passengers for money ("Uber drivers") and (b) people wishing to be paying customers of that service. The Department of Transport initially attempted to stop drivers using Uber by issuing drivers with infringement notices (fines). However, Uber would pay these fines on behalf of the drivers. The number of Uber drivers and users continued to increase despite the fines. Uber was also lobbying the government for regulatory change to enable Uber drivers to become regulated and legalise their activities. The laws were subsequently changed. Today Uber drivers are required to hold a valid driver authorisation issued by the Department of Transport and their vehicle must meet safety requirements and display an Uber sticker.
